The U.S. international broadcasting landscape will look different following the resignation of a key leader, budget cuts and recommendations by its main governing board to consolidate administrative services and reduce language services.

VOA faces net cuts totaling $17 million, several times more than any other broadcaster managed and funded by the Broadcasting Board of Governors, VOA’s parent agency. VOA would lose 170 professional front line broadcasters and producers in the proposed budget if it is passed by Congress.

Under the Obama Administration’s proposed FY 13 budget, the potential damage to...the Voice of America would be unprecedented...Such hemorrhaging must be halted if the free flow of information from America to the world is to be secured...for the Voice’s 140 million weekly listeners in 43 languages around the globe.

You might think that the Broadcasting Board of Governors would highlight this NPR report about the effectiveness and the need for the VOA Tibetan radio broadcasts in Tibet, perhaps even issue a special press release. But you would be wrong.

Most everyone involved in U.S. public diplomacy policy seems ready for the Smith-Mundt Act's overhaul -- especially the Broadcasting Board of Governors, who oversee U.S. international broadcasting efforts. They included the repeal of the domestic distribution ban as a goal in their recently-released strategic plan for 2012-16.
