President Obama's diplomatic effort to head off a violent breakup of Ukraine ran aground Saturday as a top U.N. envoy was blocked from a peace mission to the disputed region of Crimea and Russia's parliament, or Duma, approved a request by Russian President Vladimir Putin to send military forces to Ukraine in support of pro-Russian Ukrainians.

Stunned by Russia's swift move into the autonomous province of Crimea and the Russian parliament's endorsement of that brazen action, the United States called on Moscow to withdraw its forces from the region and "refrain from any interference elsewhere in Ukraine." Speaking by phone with Russian President Vladimir Putin for the first time since this crisis escalated, President Obama expressed concern over "Russia's clear violation of Ukrainian sovereignty and territorial integrity," according to a White House statement.

Dmitry Fedorovich Mezentsev, Secretary-General of the Shanghai Cooperation Organisation(SCO), visited New Delhi on a two day visit from February 23 to 25. The visit failed to attract any meaningful media attention. Nonetheless, the visit is significant and highlights the importance of the SCO in India’s larger relations with Central Asia and South Asia.

In 2012, after having been sentenced to 11 years in prison for "terrorism" for illegally entering Ethiopia from Somalia in the presence of the Ogaden National Liberation Front, Swedish journalists Johan Persson and Martin Schibbye took the advice of their legal council, confessed to their "crimes" and requested an official pardon. It was a pragmatic move - both journalists vehemently denied the charges and considered any confession to be a charade - taken to save their own skins.

So, Ugandan President Yoweri Museveni doesn’t like gays. In fact, he thinks they’re “disgusting.” Oh, and he doesn’t think much of the West either. And he says Uganda would be just fine without Western aid. So why haven’t we halted — in a New York minute — the $450 million a year or so in foreign aid we give this clown and his country?

The US State Department has expelled three Venezuelan diplomats in response to last week's expulsion of three consular officials from Caracas. Jen Psaki, the department's spokeswoman, said on Tuesday that First Secretary Ignacio Luis Cajal Avalos, First Secretary Victor Manuel Pisani Azpurua, and Second Secretary Marcos Jose Garcia Figueredo, have 48 hours to leave the US.

Expressing alarm at the lethal escalation of political violence in Ukraine, the European Union and the United States scrambled for a quick response Wednesday, threatening punitive sanctions against senior figures in the Ukrainian government. The Obama administration later said it had placed 20 top Ukrainian officials on a visa blacklist.

Much news in the press about recent ambassadorial nominees who haven't been to the country where they were selected to serve (see also the hilarious satirical video and the excellent piece by Ambassador Robert J. Callahan, "Plum posts if you can afford them: End the auction of ambassadorships").
