UN’s Hereditary Disease of excessive soft-power

(February 14, Melbourne, Sri Lanka Guardian) I read the article – ‘the Geneva Consensus: Setting the record straight’ by Dr. Dayan Jayatilleka, published in yesterday’s Sri Lanka Guardian. I must say that more than the name Dr. Dayan Jayatilleka, the name Geneva attracted me to read the article. That is our Tamil reality.

Dr. Jayatilleka says in conclusion ‘I am confident that the multi-continental breadth of the Geneva Consensus of May 27-28th 2009, the ‘soft power’ and ‘smart power’ it represented, the international legitimacy it confirmed, and the politico-diplomatic and strategic space for post-war Sri Lanka that it symbolised, remains safely intact and indeed ably enhanced in the hands of the professionals.’

The question that comes to my mind is ‘Is the current situation in Northern Sri Lanka( the ‘smart power’ of Tamils) seen through – the University of Jaffna and the District Secretariat of Jaffna confirming or contradicting the above conclusion?’

The answer from me is a definite ‘It is not confirming the conclusion by Dr. Jayatilleka. It is contradicting it’

Dr. Jayatilleka says ‘the recent peaceful secession of Southern Sudan through a referendum -- Rudrakumaran’s model and strategy-- could arguably have been the eventual outcome of the professionally negotiated PTOMS, if not for Hon Lakshman Kadirgamar, the Supreme Court, the JVP and Sri Lankan public opinion.’

The question that needs to be asked is - ‘Does the current apparent structure of Tamil Governance - a combination of Rudrakumaran’s model and TNA and the Administration in North as it stands today – represent the government that the Tamils of Sri Lanka have earned? The answer is NO. Hence, the custodians responsible, including the United Nations, have failed not only the Tamil community but also Sri Lanka and the World.

The reason that springs up to mind is ‘too much soft power’, including to promote the likes of Dr. Jayatilleka in power.

Most of these positions, including within the UN, become vacant due to lack of ‘life’. Majority vote would extend naturally only to the extent of belief that underpins each vote. The more we are driven by ‘external’ factors, the quicker the exhaustion of the power through majority vote. If each one of us took our positions as per our inner Truth with the person on the ‘other’ side of a position, the system would function to reward all investors.

The Geneva Consensus of May 27-28th 2009 might have brought about calm at the surface level, but to the extent it happened without substance, the result is ‘Maya/Delusion’.

There is matter and there is Truth. The connecting bridge is the mind. Without mind, the above vote is largely matter. To the extent that vote represents UN’s conclusions on the war, Rudrakumaran’s model of Tamil Governance also represents the Tamil conclusions of the war. Former is external whilst the latter is internal to the extent of Tamils who were involved at the physical level war – towards a military victory. In other words, both are the Defence ministries of the respective groups and not the whole governments.

If the above Geneva Consensus was an expression of Truth within, we would have, by now, seen confirmation of efforts by the UN and/or by Rudrakumaran’s group, towards improving and developing our Educational systems and our Public Administration. To me, they are both leftovers from a system of autocracy that failed to convert itself to democracy as per the needs of our times. They are both ‘attached’ to controls rather than being flexible enough to become regulations and Due Processes that preserve our communities genuine investments in the vertical system of autocracy – which the LTTE was very much. There would be no TGTE (Transnational Government of Tamil Eelam) without LTTE. Every true shareholder of the system of democracy would know intuitively that LTTE was strongly autocratic. Unless therefore, the TGTE has included amongst itself, people with strong democratic qualities, it would be as toothless as Sudan at the Global level except in military affairs. Who knows, Sudan might even cure TGTE of its autocratic tendencies. It would, if its own status is genuinely non-violent.

Those who have armed combat in their genes – as the Sinhalese confirmed not only through their violence against Tamils but later through the JVP – would need an equal from the opposite side to show up their symptoms/manifestations of the combat genes. The LTTE was that mirror. If not for the LTTE – the genes would have manifested in their own areas. There are signs of this happening in Tamil areas after the cessation of the war. The form may be some other party name and this includes EPDP – but the excessive production of battle victories above the required level to defend Tamils, has now become a disease. Soon, this is likely to develop into a hereditary problem through the likes of TGTE. Once it is hereditary, it is very difficult to cure it with ‘external’ answers such as ‘yes’/’no’ votes. Those votes say – yes they have the disease – no they do not have the disease. No more.

The Geneva Consensus of May 2009 – has failed to identify the genetic component of the war – which is far more serious than the wrongs of the LTTE which are not yet genetic. It would not be – due to the likes of us who included LTTE into ourselves through our strong contribution to non-violence and tolerance. We will convert our political defeats into administrative victories to become independent through intellectual excellence.
