Americans are not often heroes in the Arab world, but as nonstop celebrations unfold here in the Libyan capital I keep running into ordinary people who learn where I’m from and then fervently repeat variants of the same phrase: “Thank you, America!”

China’s economic power over the US is now substantial, and will limit not only America’s influence in the financial markets, but also its capacity to use military power. If this forces America back towards what the international-relations scholar Joseph Nye calls “soft power and multilateral diplomacy,” it may well be a good thing. But such approaches are anathema to the US Republican Party...and they might unnerve the many Asians who are nervous at China’s growing military might.

China’s new and first aircraft carrier isn’t fully operational yet...Why would a truly peaceful-rising country need an aircraft carrier? Joseph S. Nye, Jr., the former dean of Harvard’s Kennedy School of Government rightly credits the “peaceful rising” advertising to current China President Hu Jintao, who stylistically preferred what might be called a foreign-relations approach of “soft power.”

We could overhaul our approach to national security, creating a more strategic, collaborative, less-is-more, and system that features engagement and soft power while we still have most of the decision power to do so, or simply wait for events to overtake us and be handed our fate.
